Trail and Facilities Planner
EAGLE POINTBLUE RAPIDS PARKS COUNCIL

April 1, 2010 to October 30, 2011
(full-time or part-time term position depending on the applicant)

The Organization:

Eagle Point – Blue Rapids (EPBR) Parks Council was incorporated in April 2008 as a registered non-profit (Alberta) society, to:

  • Undertake public consultation and develop management plans for the recently designated Eagle Point Provincial Park and Blue Rapids Provincial Recreation Area totaling over 56 km2 along the Brazeau County section of the North Saskatchewan River, near Drayton Valley;
  • Facilitate ongoing collaboration among community-based organizations in the planning, development, and operation of park recreational and tourism facilities within the Park and Provincial Recreation Area (PRA); and
  • Meet other environmental protection, recreation, and sustainable economic development and tourism objectives associated with these protected areas.

The EPBR Parks Council has 16 organizational members each represented by a Director on an active 16 person Board; Council members include Alberta Parks, local municipalities, local outdoor recreation organizations, and industry and environmental organizations. It works in partnership with Alberta Parks, with delegated roles and responsibilities formalized through a Memorandum of Understanding signed with Parks in December 2008.

The EPBR Parks Council has recently secured its first phase of the $1,294,587 grant from Rural
Albertaâ??s Development Fund (RADF), which will be matched by nearly one million dollars of in-kind and financial contributions from Alberta Parks, municipal government, local NGOs and businesses. These resources will fund a two and one-half year project to realize the full potential of a community-led recreation, economic development and environmental protection initiative that is centered on a spectacular tract of land that is newly protected under the Alberta Parks Act.

The Position:

We are seeking an experienced and successful senior-level outdoor recreational facility and public works planner with:

  • a minimum of 5 years successful employment in public works and/or outdoor recreational facility design and construction including experience with recreational trails, campsites, access controls, access roads and public buildings;
  • community consultation experience and a high degree of comfort working with volunteer non-profit sector organizations in project planning;
  • a proven track record of leading facility capital works planning, design and construction including direct involvement in project costing and estimating;
  • demonstrated capacity for integrating community in-kind contributions of materials and services in the completion of public sector projects;
  • strong interpersonal skills, patience, and proven effectiveness in team work environments; and
  • a personal interest in (and familiarity with) at least some core aspects of the project such as parks planning, outdoor recreation, environmental protection, or sustainable tourism

Duties include:

Most work will involve working closely with the recreation organization members of the EPBR Parks Council, as well as with the other RADF project team, and will entail:

  • augmenting the current needs assessment for various types of visitor and recreational facilities proposed within the EPBR Park and Provincial Recreation Area;
  • facilitating the identification of appropriate locations for trails, facilities and access controls and specific facility sighting options;
  • conducting or supervising contracted services for whatever site layout concept design may be required for preliminary concept planning work;
  • sourcing and supervising specialty planning, design and engineering, survey, geotechnical analysis, road upgrading, as required to support recreation organization members of the EPBR Parks Council in detailed designing and costing of proposed trails for both non-motorized and motorized recreational use, along with associated staging areas and access roads, proposed campsites; boat launches, and access roads;
  • integrating environmentally sound (green) design and construction practices into facility and trail planning;
  • leading the assessment and planning for any reclamation or restoration of existing random trail and camping damage to areas proposed for facility development and integrating this into the facility development plans;
  • working with recreation organization members of the EPBR Parks Council in the development of capital and operating budgets for their respective facilities;
  • determining requirements for any regulatory approvals or permits, ensuring cost-effective compliance with such requirements and securing the necessary approvals;
  • providing limited support to recreation organization member groups for the supervision and project management of actual facility construction and development which they may embark on (as time permits, and where approval, fundraising success and project timelines allow); and related tasks, depending on the candidateâ??s skill set and needs of the project team and the recreation organization member groups

The Trail and Facilities Planner will:

  • report to the RADF Project Manager and Executive Director;
  • work locally in the Brazeau County, Town of Drayton Valley area;
  • work closely with individual member recreation organizations responsible for capital projects and facilities, including: Blue Rapids Motorized Recreation Society; Eagle Point Park Trails Association; Drayton Valley Horse Club; Brazeau County (Wiley West Campground); Pembina Nordic Ski Club, Brazeau Bowbenders Archery Club, Evergreen Shooting Club, regarding their specific trails and facilities.
  • have the option of working from 50% time to full time, depending on the successful candidateâ??s expertise and circumstances;
  • fill a term position running approximately April 1, 2010 to October 30, 2011;
  • share administrative staff support as part of the project team; and
  • have access to a reasonable budget for facility design and planning services.
